I have a report that has two groups in it. The data is
grouped by Agency then by StaffLastName. My problem is
that the order of the staff is coming out wrong when I have
two or more staff with the same last name.

For example the group output comes in the order of:
Smith, Sandra L
Smith, Darcy E
instead of Smith,Darcy E
Smith, Sandra L

How can I manipulate my group ordering so that the group knows to order it by lastname recognizing the order of the
first name?

It sounds like you may have a formula/field that produces output like "Smith, Darcy E".
Why not use that formula/field for grouping, instead of LastName? If you don't have a formula/field like that, you could easily create a formula to do that.
Choose Ascending for the sort order in the group. Malcolm
