Sorting grouping off

Table has data

Office Location ID
111 111 a
222 222 b
333 55 c
444 88 d
555 44 e

So Report is sorted by Office,Location,ID

Data placed into ID Header.

If Office and Location has different values - all records are displayed by Office.
If names of the Office and Location are the same - I see one value 111 followed by 333/55, 444/88 and 555/44.

So if Office and Location values are the same Report does not group/sort. Why? Thanks

My Office and Location were in page header section.
I moved them to an Office section and now it is sorting BUT I need it is Page Header.

I moved it back and now it works, Wish I knew why.
