sorting a line sequential file from non leading bytes

I would like to do a SCO unix sort of a line sequential file
with the keys being bytes 444-447 and 438-439 in a 600 byte record. Have tried all combinations of things from the man page, as well as, using cuts and pipes and cats. But it still ignores all options and does just a straight sort.
Help would be appreciated, as I know someones done this.

How about posting several records from your data file, and letting one of us take a crack at it?
