Something not right between active sync and Exchange 03

I am testing a MotoQ 9c smart phone with our exchange server and I am having a bit of trouble. When the phone syncs with my exchange it pulls my email over just as it should. However, if I use Outlook to create an appointment on my calendar the phone will not sync that appointment period. If I create an appointment through OWA it will sync just fine. If I modify an appointment in OWA that would not sync previously it will then sync with my phone. Also, if I create an appointment in Outlook and it does not sync I can delete my account in Outlook and set my account back up and then the appointment will sync. But after that it will not sync any more appointments that I have put on my calendar using Outlook. I am beginning to get very frustrated with this so any help would be appreciated.
 
Is your Outlook running in cached mode? The updates might not be making it up to the Exchange server immediately.
 
I disabled cached mode and I was still having the same issue. So I deleted my account and set it up again making sure to disable cached mode and got the same results.
