Some WSS 2.0 sites did not get upgraded

Hi,

I have recently upgraded my wss 2.0 to 3.0 without any problems. However, when I browse the site in wss 3.0, some did not get upgraded to 3.0, i.e. no recycle bin, look and feel is still 2.0. I have gone to site settings and reset all to site definition but still does not work. Anyone ran into this before and can help? I do not have sharepoint designer.
