Some T-1 lines showing "Not In Service" - Unable to get outside line

My customer has a Norstar MICS with a T-1. The system version is: 30BwE02 NAT the software is: DR 6.0. We have a T-1 utilizing 20 channels the first 9 are for incoming DID calls and are set up as winkstart DIDs. We have experienced no problems with these 9 lines. Lines 10 - 20 are used for outgoing calls and are set up as winkstart E&M manual answer. Today (like many other days since this system was installed MONTHS ago) I recieved a call from the customer stating that her clients could not make outgoing calls. When they press 9 they received an "All lines busy message." When I access the lines directly about half show "Not in Service" when I press them. The only way I have found to put them back in service is to Deprovision and then reprovision them. I am getting no errors on the T-1. Any ideas on what the problem could be?

This can be common on non PRI T1 spans.
The D channel signalling is in band per channel.
It is usually a timing problem.
You could try turning the internal csu off on your Norstar's T1 card, it is not required if your provider has installed an external csu/dsu.

make sure u have rel2 NVRAM cartridge ...

as per aragon try changing the CSU on/off settings ...
and check that hte norstar is deriving teh clock from the CO

but it is NOT common problem on T1s (and T1s dont have a concept of D channel)
check the network errors on the maintenance menu

try changing the card to the other slot
 
Thanks for the ideas - I cannot take the T-1 down right now to turn the CSU off, but I will try it later this afternoon. The clock is currently set for primary.

Check out this url for a quick tutorial on T1's CAS signalling does rob a 64k time slot of 8 k for inband signalling very much like a D channel.

I have found this problem to be common in certain geographical areas serviced by a provider, quite offen the same time slot(s) will be affected due to a loss of framing.

OK - I have just turned the internal CSU off. I thought I would post all the programming for the card in case anything should be changed:

Discon Timer: 260

Internal CSu: Off

Line Coding: B8ZS
Clock Src: Primary
