Some Quickies on Licensing

We currently have an SQL 2000 Standard server set up with 15 per seat licenses.

First question how can I get a count on how many licenses are in use?

Secondly, are the per seat license concurrent. For example we only have about 14 users currently who can have access to the databases. We want to give 10 more people access to use one of the databases but realistically only a couple of them will be using it at any one time. Can we just set them up with access and ensure they keep below 15 total users accessing databases?

Thirdly, we plan to upgrade to SQL 2005 shortly and take the oppotunity to move to per processing licensing in time for a new company wide database. I presume we are not going to be able to do in an-place upgrade as we need to change licensing mode? Am I correct and if so is the only solution to install 2005 alongside 2000 and move the databases somehow?
