Some of the files in this Web page aren't in the expected location

I have been working on creating an email signature with a random quote. What I have found out is that there appears to be no easy way to go about this.

After working on this for over 4 days, the best way I have found to get around this is to rebuilt or re-create the signature file by running a vbscript.

This script re-writes the entire signature file, but upon running the script and opening a new email, I get the following message:

Some of the files aren't in the expected location. Do you want to download them anyway? If you're sure the Web page is from a trusted source, click Yes.

After clicking Yes several times the signature appears correctly with the updated Quote.

I am not sure if there is something in the registry that is updated causing the popup or if there is an Outlook setting that could resolve this issue.

Sorry for the extensive text, but that is the way MS does it. This was a tedious process and just a personal issue with me, but once I started, I couldn't quit.
