Some calendar events not being received

I have a small 7 user network, Exchange 2003 running on Windows 2000 server, clients running Outlook 2003 in Exchange server (workgroup) mode, on either Windows 2000 or Windows XP. All of the users are complaining that some of their calendar events are not getting through. The flip side of that is that most are. It seems like it is only about 1 in 10 that is not getting through, and it is not just one user that is having this problem, all are. Windows on the server and on all workstations is up to date with the latest patches, Office (including Outlook2003) is also up to date on patches. Any suggestions on what to check? I don't even know where to start.
