Some Admin privildges disabled

I have a PC with Windows 2000 Pro and the main user has Administrator privlidges. The computer will not let this user run Task Manager or Regedit and responds with "Task Manager (or Regedit) has been disabled by your Admintrator".

I have checked through the Policy but do not see any changes in there. I have setup a new user with Admin privlidges andit works perfectly. I have changed this user to a Power User and then back to an Administrator but these still will not run.

Without deleting this user and creating a new name, anyone got any ideas?
