After getting WSUS running, talking with the clients, and trying to transfer updates, I ran into another brick wall. The clients were trying to get updates, but they were getting killed at the firewall. We are using a SonicWall, and it was not passing the Content-Range header. Basically, 0x80200013 refers to that header data not being passed. The SonicWall was trying to pass all the data at once, instead of sending the segmented parts.
The solution to this is to address)/diag.html and find the "Enable HTTP Byte-Range requests with Gateway AV" checkbox. Check it, and you should be good to go. Additionally, you might want to add exceptions to your Gateway AV for your WSUS servers, that may help.
