I don’t think so.
It looks to me more like a device which adapt its output voltage, between predetermined margins, to assure a constant current in the load. This kind of devices are useful in testing of DC analog circuitry. This Constant Current Supplies (the name is something similar) are common in DC power supply designing to evaluate thermal run in protection devices. But I suppose they must have lot other uses.
But, reanswering your question, it doesn’t sound to me like an alternative name for an UPS.
