solaris 9 sendmail.cf : line 0 :cannot open permission denied

Check the permissions and ownership of /etc/mail/sendmail.cf and /usr/lib/sendmail - latter should have setuid on it. You can check what they should be from the contents file.
grep sendmail var/sadm/install/contents
grep sendmail var/sadm/install/contents
