You may want to look at lpadmin command.
To set up the server, I have a cheap but effcient software sold by easy software ( that is called printpro and offers centralized management of printers.

As all your printers are HP's with Jetdirect cards, then go to & download the latest Web Jetadmin software. This should allow you to configure & manage all your printers & it's free

However, print queues can still be created on these OS platforms from HP
Web Jetadmin running on the supported Windows or Linux OS platforms."
