For Windows (and linux) is nice ... Mingw Studio a free IDE for C and/or C++ and can be downloaded as a bundle with the GNU compiler set for those as well.
Are you referring to a C++ compiler or sample source code?
gcc is a free compiler that comes with Linux.
If you want a good GUI C++ compiler you should get Visual C++. Some C++ books come with a student edition of Visual C++.
For source code examples, just do a search for +"C++" +"source code"
