Software Using Excessive Processor Resources

I have an application called DBA that when ran takes up 25% of all available processor time. When four users are running the application, the Processor is maxed out at 100%. If more then 4 users are in the program it will subdivide the 100% among however many are using it. When this program is not running, the processor averages about 20%; however with two people in this program the processor is averaging 70%, and so on. No other applications do this. Is there any way to set a max for one user's processor utilization for one or more applications.

I am running 1.8. The server is a Quad with p3500 Xeon, with 2meg cache and 2 gigs ram. Not having any other processor utilization problems other then this one program. Also memory is not a problem, only processor utilization percentage.
 
Is this program perhaps written for DOS or Win16? If so, there is a very good chance that it is polling the keyboard WAY too much - this is very common in DOS and Win16 apps. There are ways to mitigate this problem: Citrix includes DOSKBD with MetaFrame 1.8 which is a bit cryptic to use, but it will help. There is also a shareware program out there called "Tame" which accomplished the same task, but actually has an interface, rather than just a command line. Check the Citrix website for details on these utilities.
