Software Restrictions not allowing shortcuts

I am running Windows Server 2003 and have implemented software restrictions. I have set the default to disallow and set up certain paths that are allowed. The problem is, users get a software restriction notice when they try to run shortcuts (all .lnk files) from a path that is not specifically allowed. The file the shortcut is referring to is in a path that is allowed. I have removed the .lnk file extension from the designated file types list, so no matter where I put a .lnk file it should run. The client computers are running XP(some have SP1 and some have SP2, they both have the same problem). Any ideas on what could be going on?
