Software productivity value

Hi
I am doing estimation for a project using FPA. After calculation of adjusted function point when we calculate the effort required (by multiplying adjusted function point with productivity).I am taking 10.6 as productivity value which is an industry standard for java based project, now i have confusion here - what all among following has been taken into formula -10.6 hours per FP :

Design
Code
Test
implementation
project management
configuration management

Where did the 10.6 productivity figure come from? Is there further documentation at the source for how the number was derived?
