Software Installer to convert SX2000 issue

Try to convert SX2000 into 3300 and it is failing. The system Im trying to convert is LW29 Q40.12.5 but I get the same error with a LW34 database. It licenses OK and runs through a bunch of options and then gets to this point and fails.
Get a pop up that states:
General Failure from 3300 MIXML interface

The software installer log states:
Transferring Restore File...

Transfer Complete...

Sending Restore Command...


Phase 1: DB Restore copied database files to MN3300
Phase 2: DB Restore will restore databases into MN3300
BR_Manager::createRestore - avs restore fail for /vmail/temp/db/backup with opt 0x0
restore failure return false

The RTC shell states:
copying file /vmail/temp/db/backup/db.mfl -> /db/backup/db.mfl

Site has over 1000 phones and would like to be able to convert VS hand rekeying.

What version of SI tool are you using and what version is the 3300 you want to restore into using ?

Im using the SI(10.0.3.3) tool the came with the 3300 load 4.0sp3
