software instalation of PaintShopPro PhotoX2

we are tryng to do a new installation of PaintShopPro PhotoX2
on our xp machine.EVERY time we try to run it we get.,.,.

"This application has failed to start because the application configuration is incorrect. Reinstalling the application may fix this problem."

we have no idea what could be causing this error. this program
has never been installed before n this machine.

are any folders redirected, e.g. are the Dokuments and Settings folder on a server or are they locally kept?

I've seen similar problems on PC's where there where Roaming Profiles in use, and where they where server stored, thus the question above...
