So stumped it hurts

I just got a new mobo and proc from intel.
Board: D915PBL
Proc: P4 HT 1meg cache
Video: X700
Drive: Seagate Baracude 200gig
Memory: Corsair XMS2 DDR2

I also have an IDE card that i use for my other ATA drives that i use.

I cant get windows to boot in any way shape and or form. I try booting from the already installed copy of windows, i try booting with a CD so i can format and start anew, and alas all i get is the BSOD stating that "Windows was Haulted, A drive might be corrupt or a there might be a virus, please remove any newley installed drives or adapaters and restart". Or something to that effect.

I have trouble shot till my brain is numb, ive replaced the memory, ive switched hard drives, ive switched cables, there are no jumpers on the board, ive check every setting in the mobo, ive RTFM several times front to back. (RTFM = Read The F*cking Manual) Ive taken out the IDE card, which is the only card in the system, ive also tried using the card instead of the built in IDE controller to see if its a bad IDE channel alas, no result. Ive even tried different windows cd's. I cant think of anything else to try other than crying, which men dont do... ... ...

Any Help would be much ablidged!

Well you ain't gonna boot from a pre-installed OS (configured on another machine) that's for sure.
My advice is not to over complicate things and take the system back to a bare minimum configuration first, then try the clean install.
Put you boot drive on IDE0 as master just for now, swop it back later.
Go into the bios and set failsafe defaults, set to boot from CDrom device first.
Now try.

Would you carefully record the exact error message in full and post back?

In the BIOS, disable the VIRUS CHECK under Standard CMOS...

then disable SMART for HardDrives...

also disable Plug N Play OS or set it to NO...

then do what Paparazi mentioned, Just one HD and that one on IDE0/Primary IDE set as Master...

If you have set it to the bare minimums, and the BIOS as mentioned above, and you STILL can't get it to work, best thing would be to call Intel and if they can't get it, send it back. You can always install your other HDD's at a later time.. Let us know how it works.

The bios doesnt have SMART or virus protection that i can find, its not like most, ive looked thru preatty much everything, Intel charges for a service call per instance, which is crap, im pulling out every stop before i have to send it back cause i want it now. heh. Ive gone to one basic drive and the cd drive for install and it does the same thing, the problem is that its an older antec case that alienware used and the cdrom is too high for me to put it on the same channel as the HD (which i know isnt good) but it would keep me from having to use ATA card, there is only one ATA channel on the board the rest are SATA and i dont have that yet.

In the mean time imma try Linux and see if i can get something in the way of diagnostics, or if i can screw it up more never done linux before.

have you checked your BIOS to make sure your boot device order is correct?

Make sure the CDROM comes before the hard drive
