SNMP will not send information out

I am working with Cisco Call Manager and Berbee Informacast. I have 3 total CM servers. 2 are working one will not send SNMP info. I have been using BPSNMPUtil and the problem server will receive information from the others using the walk command but will not send to any (or itself using 127.0.0.1). I am a highly skilled novice, but can't figure this out. I have reloaded SNMP numerous times same result. Any info would be appreciated.
