SNMP Device Monitor

Does anybody know of a SNMP device monitoring application that meets these requirements

1) Has to have Email Alerts
2) Has to be able to monitor bandwidth\uptime\CPU utilization\Memory Utilization
3)HAS TO BE FREE !!

There is no "easy" button and it's far from being difficult if you're familar with how SNMP works.

Nagios could help monitor your SNMP device with the right MIBs. There are others but this is all I could muster.
