SNMP .conf file or setting mib folder?

I have and odd problem with my SNMP! When I run net-snmp-config --default-mibdirs to see what directories are used for my mib files I see /home/bobs/.snmp/mibs. But I had to create the .snmp and mibs. So I ran a simple snmptranslate on a mib in /home/bobs/.snmp/mibs and get an error. So I moved the mib file to /usr/share/snmp/mibs and it translates fine.

Is there a config file or can I put the path to the mib file in my translate command?
