Snap To problem

I hope this is the right place, if not point me to where I neeed to go.

Have a user that every time he gets on IE his mouse will Snap To the default dialog box. We have gone into their Mouse properties and turned this off but it did not work.

They are running Windows XP SP2.

Does anyone have an idea? It is starting to be a real pain.

And you're sure it's not the mouse properties setting?...
 
I have gone over the mouse properties at least a half dozen times to see if there is anything that I missed.

What are the settings here:

[Start] [Run] [Regedit]
Registry Key: HKEY_CURRENT_USER\Control Panel\Mouse
Modify/Create the Value Data Type(s) and Value Name(s) as detailed below.
Data Type: REG_SZ [String Value] // Value Name: SnapToDefaultButton
Setting for Value Data: [0 = Snap To Disabled / 1 = Snap To Enabled]
Exit Registry and Reboot
 
I checked these settings and it was set to Snap To disbled.
 
Set it to enabled:
Value Name: SnapToDefaultButton
Setting: 1
