I am able to complete transactions ok but when I issue the deallocate most of the time
sna server issues an unbind on the lu. After a while the host starts giving me a bind failure when sna server attempts to bind the lu, with various sense codes. My question is the unbind normal behaviour from sna server on a deallocate? Is there a way to just end the conversation and tp without sna server unbinding the lu?

Thanks

First - de allocate implies unbind.

Second - when you go to re-establish s conversation, perform all the steps exactly as you performed them the first time. But at conversation end, if you intend more conversations, dont issue wincpiccleanup, so you dont need to do a new wincpicstartup.

Third, consider the possibility that your partner TP may be the problem. Remember that partner gets notified of your de-allocate only when he attempts his next APPC verb. If the partner doesn't handle this properly, he may enter an invalid state that would prevent a new allocate from succeeding.
