is the user on the other side of the firewall from the mail server? if not the problem is probibly mail not getting out from the mail server? you need a rule
mailserver - any - smtp with resource.
or is the problem from the notes client communicating with the mail server?
if the problem is between your client and server (via firewall) look at the firewall logs and see what trafic is moving and see if it is blocked or if the rule is missed (there was a problem with using resources on mail where it skipped the rule this required a patch from checpoint)
