SMTP servers not responding

I have use Windows 2000 Professional and have run into quite a dilemma recently. Without changing any settings that I know of, my computer stopped allowing me to send emails via SMTP. I contacted my ISP and they informed me that port 25 is still open, I just can't seem to use it.

I have tried reinstalling my TCP/IP protocols, using several different mail clients and SMTP servers, all to no avail.

I have updated and run norton anti-virus and scanned for spyware with ad-aware and spybot. I have tried with norton enabled and disabled.

Any ideas on what could be creating this error or blocking the port?
 
Local mail server or ISP mail server?

Can you establish a telnet connection on port 25 of the server?

What program are you using to send emails? A program on your computer, or a program running on another computer on your local network?

What is the SMTP server? (is it your local computer, or an external SMTP server)

What happens when you try to send emails? (You say "not responding", but is that really what is happening? The previous poster is hinting at this: can Telnet connect to the SMTP server on port 25?)
