SMTP "Feature Not Installed", where did it go!?

Hi,
I work for a large Japanese company with a dispersed lotus notes system.
In the entire domain we have only got one SMTP server which is in our office. All mail coming from or going to the Internet goes through this server.
A few days ago I wanted to look at the "Internet Message Transfer Agent (SMTP MTA)" of the SMTP server. I nearly dropped dead! This section said "Feature Not Installed" (written in Japanese). However the really really strage this is that mail continues to be delivered to and sent from the internet! Even crazier the Japanese characters in the Japanese mail continues to be delivered correctly. (The "language parameters" field allows you to use the LT;JP which will convert the japanese characters correctly).

Trust me this feature was installed.
Have I spent the past three years completly misunderstanding what this section of the server document?
Does it matter wheather it is installed or not(for SMTP)?

I am using 4.6.6b and Windows NT4.0 SP5.
