SMTP Queueing problem

Hello everyone,
I am hoping that I came to the right forum.
If not, could you please direct me to appropriate forum.
I wrote an email program that sends email messages to some recipient addresses.
Recently, our smpt stopped working.
I have stopped and started services, rebooted the server but could not get to it start.
Any time I try starting smpt virtual server, it takes forever and finally times out and refers me to event viewer to see details.
The event viewer is giving the following message:

The list of Message Queuing capable domain controllers in the Windows registry is empty.

I was wondering if anyone knows what this problem is and how to fix it.
