SMTP not initilizing

I am running Mandrake 9.2 and Postfix 2.0.13-3mdk
Postfix is running as an outgoing SMTP server for
Windows clients on the local network.
For some reason Postfix is not initializing correctly

I need to send a message from the local machine before
The system will route any messages from the network.

There after the system functions as intended.
What am I missing?

Very strange....

Can you post a 'postconf -n' output (removing sensitive stuff) here so we can have a look at your config?
