SMTP email not working

We're running SBS 2003. All incoming and internal outgoing email is working properly. It is only external outgoing email that is not working. This is effecting both exchange email addresses and non exchange based email.

I'm getting the following error:

There was a SMTP communication problem with the recipient's email server. Please contact your system administrator.
<domain.local #5.5.0 smtp;550-c-76-99-148-98.hsd1.pa.comcast.net (domain.local) [76.99.148.98] is>


Any ideas?
 
This is effecting both exchange email addresses and non exchange based email.

So, even if using a third-party app (like Outlook Express or Thunderbird) the SMTP fails? Sounds like a firewall issue, or an ISP issue as Gav mentioned. Double-check that port 25 is open.
