SMTP configuration for CGI Script

I am trying to get outgoing email to work for a cgi script I have installed. It seem to partially work. The "to" field in the outgoing email has nevered worked. The script's vendor says that Exchange is not configured right on my server. Exchange seems to work for everything else. This excerpt is from the vendor's site:

In order to use this option, you must have a properly configured SMTP server installed and available to you. It must also allow CGI programs such as e-Classifieds to relay e-mail through it. If you are unsure about this, you should ask your web hosting company or your server administrator. Once you have confirmed that you have access to an SMTP server, you will also need to make sure that your web server has Perl's Socket.pm module installed. Again, you may need to confirm this with your web hosting company or your server administrator. If all of the above requirements are satisfied, you should set the appropriate variables in e-Classifieds to allow it to connect to your SMTP server for relaying e-mail. You may want to test it by using a feature of e-Classifieds that requires e-mail, such as posting a new ad or e-mailing an ad to a friend.

I am not sure how to configure the server to allow email to route through it (although emails are leaving the site and being delivered) so I assume that is not the issue. I checked and Socket.PM is installed within the Perl directory. I am at a loss as to what configuration I am missing. I have looked at several books on Exchange and they are no help. Thanks.
