SMS not installing services or components correctly

I've been trying to install SMS on both a WINS and DNS server for over a week now, and still haven't got it to work. I've been told that my problems are the result of either: 1) issues from a sloppy prior uninstall, or 2) issues from NT services that are running. However, even after I run the 20clicln.bat utility, remove the SMS keys from the registry, etc., stop certain services, and try every conceivable combination of install/uninstall/reboot, I still can't get SMS to install properly!
The last time I tried the install on the WINS server, I had the WINS service stopped. I can't remember what order I did these steps in, but after what happened, I'm not sure it even matters. I ran SMSMAN.EXE, rebooted, imported an SMS registry key from a working WINS server, rebooted, checked to see if the SMS Remote Control Agent was running, IT WAS, checked to see that all the components were installed, THEY WERE! Thinking that I had finally done it, I opened up the services again to restart the WINS, only to see that the SMS Remote Control Agent had disappeared! I kinda panicked after that and ran SMSMAN.EXE again, but rather than fix my problem, I made it worse because then only one of my components showed that it was installed.
Needless to say, I'm very frustrated at this point. Can anyone offer any advice? BTW, both servers are running NT 4.0 sp5 and are on the same subnet.
