SMS 4.6 for Exchange + SPAM/Quarantine questions

I have been tasked with improving SPAM filtering, false positives, etc. The reason is there were complaints from end users they arent getting email from external sources.

I instituted RBL's and setup Sender and Recipient Whitelists.

Rather than just delete the message or log it, I would like to (if its even possible) to setup a quarantine server that all the messages get delivered to, that I can manage...

or

setup or configure a web server that places spam and allow each user to manage their own SPAM.

looking for suggestions, recommendations....

If you have SMS 4.6, have you considered using the premium anti-spam add-on?

We use this and have the server put a SCL X-Header in the internet headers and create a server side rule to move any emails (with this header) to a seperate spam folder.

About 95% of apam emails are stoped.

with regards to your RBL list... make sure you are only using a SMTP relay list and not an aggregate list.
