I am running SMS2003 with SP1 on a Windows 2003 Server in a 2003 Active
Directory Domain, with a single site, and single MP.

Workstations are a mix of Win2000/XP/XPSP1/XPSP2/2003SVR. Those machines
with XP SP2, have the Windows Firewall disabled.

On the client machines, Control Panel, Systems Management, Components tab,
SMS Remote Tools Agent is Disabled (Version: 2.50.3174.1007)

Under the Admin Console, Client Agents - there is no longer a Remote Tools
Client Agent to configure. It used to be there, and all clients' agents were
enabled. How do I re-enable it at the Domain level to enable the Remote agent
on all clients, now that I'm using SMS2003 SP1?

There are no errors regarding MP's in Site System Status.

If you can't figure this out, you can try a Site reset the installation. Insert the SMs media and there should be an option to reset.

Support for Windows XP SP2 with Limited Functionality

SMS clients that are running Windows XP SP2 cannot be remotely managed by using SMS Remote Tools.
The recommended best practice is to use Remote Assistance on client computers that support it, such as clients running Windows XP

then it goes on to say:

Remote assistance sessions initiated from the SMS Administrator console fail, although remote assistance sessions requested by the client succeed.
Add both the custom application Helpsvc.exe and the custom port TCP 135 to the list of permitted programs and services in Windows Firewall on the Windows XP SP2 client.
