SMS 1.2 removing a secondary site under a primary child

I recently wanted to remove a secondary site server from my sms tree, but found out that someone in our group had physically removed the server which was a domain server with collections. Without running the deinstall.bat on the clients and deleting this secondary from under its parent site first. So I continued to perform these actions through sms admin without the pc's actually on line and almost a week later have noticed that the process of propagation and completion has stalled on its removal. Also the primary parent site still shows the secondarys reference in its tree, the collections seem to have been removed after several days. Is there some way to force or resync this update immediately. or change information at the site level for this to trigger immediately.
