smpt recieverconnector not sending emails

Our sharepoint server tries to sent out 2000 email surveys to our members through the Exchange 2007 server
Only 150 out of the 2000 went out. I did not see any error messages in the logs. We tried lowering the "MessageRateLimit" from unlimited to 100, and yesterday none of the emails went out. Below are the basic settings for the receiverconnector. Which setting should I change and what value should I change them to to have the best chance for the emails to go out?

I think you mean Receive Connector, not receiverconnector.

What does message tracking say?

MaxInboundConnectionPerSource: 2000
MaxInboundConnectionPercentagePerSource: 40
