smbpasswd will only work with root

I am using 2.2.8 on solaris 8, when users try to change there own password they get the following.

$smbpasswd test_1

$Old SMB password
machine 127.0.0.1 rejected the password change: Error was : RAP86: the specified password is invalid.

I have disabled the unix password sync and this has made no difference. Sync did not work anyway even with root.

root can change user passwords ok in normal mode.
