Smartlink USB Modem not recognised after reboot

I Have a dell optiplex GX150 running WIN2000 Pro SP2 and as its a SFF model I have had to use a USB modem (Smartlink).

The modem installs ok and works fine. However everytime you reboot the pc and then try to connect via the modem, it reports as "unable to establish connection". I then have to deinstall and re-install it to get it working again, but again on a reboot i get the same problem. If you click on the modem settings or the v92 settings these are all greyed out. I have downloaded the latest driver to no avail.

Help its driving me mad !!!
 
If you are using this usb item on a hub, try moving it to a direct usb connection instead.

The modem is in a dedicated usb port. I have 4 usb ports available and have tried it in each one, with the same problem
