small problem (hopefully) with foregin language ws

We have a problem when some asian language window (98/2000)workstation try to create sub-directories on the server. When window create a new folder, the default is 'new folder' in the ws's language which seems to offend the server. It would said that it cannot find the path... bra bra...bra.. and won't let you delete from the ws but it is ok to delete 'bad directory ' in console one on server. Have we missed something when setting up the server so now it won't support foreign language directories? Anyway to make it up? If not on the server side can we do it on ws side (say a new directory with an english name so that the server won't reject? ).

The way we get around now is that we create an empty directory on our ws, rename it to english and copy to the server. This may create problem for some 'base level' users.
 
How did you configure the workstation ? Precisely: In the local settings of windows the regional settings have to be set to default on this "some asian language".
