In our office (main office with VM Pro server) when someone gets into a VM port they can O out to the operator. In our remote office when the same happens they get a message stating "No operator defined. Returned to previous activity.".

Is there a way to define the main location as the operator for their IP406?
 
check in users under voicemail, you need to set voicemail reception
 
At the remote locations is the 0 pointing to a Extension on the local switch or hunt group.
If hunt group does it reside at a remote location, if so have you configured Short codes for the hunt group. SCN will not pass Hunt group numbering you must configure Short Codes to route hunt group calls accross SCN.
Apart from that should work no probs.

as mRIPO states the vm reception number must be local unless sc configured to route call
