SLQ 6.5 Publication

I am in a SQL 6.5 Enterprise Manager. I am trying to setup a publication. I highlight the database, go to Manage --> Replication --> Publications, a box appears (Manage Publications) and you have the option for New, Change, Remove, etc. There are no publications listed. The only buttons you can choose are Close and Help.

I am logged in as the sa account. Why would the option be greyed out? Any ideas?

Ok, I found that in 6.5 you have to install the publishing portion.

The real question is after you install it, does it require a database restart? This is very important due to the database cannot be restarted. This database handles the flight information monitors of the airport. We do not want to restart if we do not have to.
