slowing down a video , viewing in slow motion please...

Hi.

I saved a video in wmp. and I need to view this video in slow motion, so I can study and take notes. I didn't see anything in windows media player to slow down movies... do you know of a way to do this, or a software? free and simply if possible

PowerDVD is one that has speed forward & back capability, I received it pkgd with a DVD deck but think it is not free.
