Slowing Down a Shot

I have seen many people in their movies use like a slow motion type shot, how do you do that?
 
Put the clip on the timeline. Under clip options, change the Speed.

Best results from integer divisors or multipliers - eg 1/2, 1/3, 1/4 or 2x, 3x, 4x to avoid Premiere having to create intermesiate frames.
