Slower than DialUp? IE7+Vista Home

Hi all, I have been struggling for about 4 months, trying to figure out why my web browing loads pages at an average speed of 10 seconds each. I built my system 8 months ago, top of the line everything and Vista Home Premium. I've tried all the malware removal I can think of, my task processes are abnormally low, 2GB RAM, Comcast Cable broadband at whopping rates, but whether I use IE7 or Firefox, the speeds are all the same on page loads. It's slower than dialup was! I've scoured googled forums to no avail. If need be, I can post hijack this, belarc or everest reports of my machine. I did not want to flood the thread right off the bat! Thanks for any input
 
Have you tested your system using "Safe Mode With Networking"? What about another user in Normal Mode?

Is the Bios set to Safe Defaults?

Have you been adjusting your MTU settings?

"WINDOWS VISTA USERS: Vista TCP tuning (tweaking) is NOT advisable. The Vista TCP stack does a reasonable job of tuning the receive window dynamically, there are no known registry tweaks that would optimize Vista better than its default configuration".


What was the speed like for the first 4 months, and what happened or changed after that time to cause such a problem?

Besides slow pages, how is the machine performing otherwise?
How are the file downloads from a speed point of view?
 
Thanks, Linney, I should have been more thorough: I have tried both Firefox & IE7. I haven't tweaked the MTU settings, YES to your first 3 questions, I have a laptop with XP Pro running off the same router with no ill effects. I have upgraded the firmware of the router. I don't know WHAT changed in the past 4 months, but I even backed up, wiped my drive and reinstalled XP Pro SP2 and then on to Vista Home Premium Upgrade (sorry, no $$$ for full version). Same issues. Do you think it makes any diff. to upgrade from XP rather than a complete install on a wiped drive? It's odd that I was fine for a while. Limewire will only connect with one bar of signal strength. Here are results from comparative tests on Speedtest.net :
