Slow Upload over multilink ppp with Cisco IAD2431

I have a Cisco IAD2431 that has 2 T-1 bonded using multilink ppp connected to it. I have a PRI that is using both voice and data over the circuit. I am having issues with upload speeds....Download speeds are fine but the upload is around .068mbps. I have checked the duplex to make sure that it matches on the equipment as well as the speed. I had it set to auto and auto but have since changed it to Full and 100......I connected a laptop into the FastE 0/0 port with crossover cable and got these results still. CEF is disabled. Here is my config on the router:

so further testing, I found that the Download is 2.0Mb to 2.5Mb but the upload is like around .05Mb.....The carrier confirmed that the MLPPP settings are correct and both T-1 circuits are in the group....I confirmed the group name to make sure I am setup correctly on the Cisco router......The interesting part is that carrier stated that if they ping the Ethernet port(LAN)1000 times with bigger packets, they are seeing packet loss but when they do the regular ping, there is not loss. I have changed the Ethernet port to FastE 0/1 to no avail......

Anybody have any ideas that I can check before I ask the boss to buy a new one?
