Slow Telnet

I have a SCO 506a that is experiencing slow Telnet. The telents have been working fine, and no changes have been made.
The server is able to do DNS lookup.
# nslookup 192.1.1.69
Server: ns1.lh.net
Address: 216.81.128.200

*** ns1.lh.net can't find 192.1.1.69: No response from server

If I put the WkSt in the hosts file I am able to get a normal telent response, I would use this as a fix however I have over 200 WkSt's.
