Slow Response Time

I am a supervisor of a inventory internet application run over a high speed network. We have up to 22 users eventually 113 users, using a java applet over windows 95/98 or 2000 depending on location. We have been experiencing over 30 second response time for querying the system, which is incredibly slow. Currently, the locations are connected to the our corporate office hub (high speed DSL) which are relayed out over different ISP's. Most of the locations have a IBM 365 Pentium Pro. We do have some IPAQ's out there which are typically faster, but that much. We have their IP's and DNS's properly configured. Most of the time, the users have up to three different applications running while they are querying. We are only utilizing about 3% of our Internet pipe. Centrally located at the hub, searches run about 2 seconds. The internet site is maintained in Ohio and we are located in North Carolina. If anyone has any ideas on how to improve the network speed, like a T1 to Ohio, new hardware, memory leaks, etc.. it would be greatly appreciated.
 
how fast is a ping from NC to OH?
if you tracert the server how may hops does it take?
How does this compare to pings and tracert to other sites on their ISP? other ISPs in Ohio?

is there security being done on the servers than could be offloaded? SSL or IPSec?
how fast is a connection in Ohio on their ISP but outside the company?
Is the applet reloading each use? or does it cache locally?
I tried to remain child-like, all I acheived was childish.
