Slow Response Time

Hello all,
I've looked around the net and tried searching this site for answers, but still, NO LUCK!

Here's my problem.
WHen we try to access our server it takes 8-12 seconds for the server to respond in our own company. THis is a quad pentium 4 1.4 gightz Redhat machine, with nothing else running on it.

What mighte the problem? Were just trying to connect to it, and cant seem to figure out the proglem. We've turned off the DNS lookup in Apache. So I dont know what could be the problem.

Does anyone have any idea?
